A frame of reference is inertial, if it is not undergoing acceleration. In inertial reference frames, an object with zero net force acting on it, moves in a straight line with constant velocity (which might be zero).

In all inertial frames, the laws of physics are the same (see Galileo's principle of relativity).

Relation with Newton's laws

Inertial reference frames are such reference frames in which Newton's laws hold.
